Officials have yet to comment, but for now, we've seen no... Wait, I think that's three of the officers emerging right now. Let's see if we can get a close up. That's no officer, that's-"

The city, home to just over four million people, has long housed super-powered criminals and those of superior level threat to the public from eight states. The Facility has capabilities to store virtually anyone in long-term confinement. However, due to an explosion in the West wing, almost a third of the inmates are now free to escape and wreak havoc.
Setting: A stereotypically large metropolis, where a virtual street war is fought between some virtually unknown heroes and villains. Larger, public persons are rarer but present. The public is divided on the issue of the fate of metahumanity, and the released criminals aren't doing their fellow superhumans any favors. Not everyone with powers has become a criminal or vigilante. Some live normal lives, or work for police forces.
The central area of the city is home to the Financial district, sky scrapers, and powerful private security forces forces. To the North lie many nice apartments, houses, and smaller businesses. The Southern parts of the city house apartments, a number of slums, high population densities, and a number of underground bases. East and West are so variable that it's hard to generalize.
Characters:
We need primarily the small level heroes and villains, but civilians, law enforcement, and major heroes and arch-villains are always welcome additions to this kind of plot.
